Percent-encode or decode URLs and query values, and break any URL into its host, path, and query parts.
Component mode encodes everything that is not safe in a query value, including `/`, `?` and `#`. Whole-URL mode leaves those reserved characters intact so a complete address survives the round trip.

When do I need component encoding instead of whole-URL encoding? Use component encoding for anything you are putting inside a query value or path segment. Use whole-URL encoding when you have a full address that only needs its spaces and non-ASCII characters escaped.
Why does a plus sign decode to a space? Form submissions encode spaces as `+`. This tool converts `+` back to a space when decoding, which is what you want for query strings.
